		<description>This is a great tip for members in the military who want to use this cash incentive... three years is a long time in one place for most service members and their families!  I hope that there are people who are in a situation that will allow them to lead their families into a new home, get the money, and actually be there for the full amount of time... but with the deployment tempo lately, there is no insurance for that.
